A new arena, a built-in regional rivalry with Vancouver, and established sports fans -- fans in good football cities usually also like hockey. And there is history, as the Seattle Metropolitans played for the Stanley Cup three times, becoming the first U.S. team to win it, in 1917. But they folded with the rest of the Pacific Coast Hockey Association in 1926. Why not bring the NHL to Seattle? I know Portland and their new arena tried to lure the Penguins, so it's possible.
