is it, the quiet?

I'm looking for a voice synthesizer that allows for the input of a string of IPA (International Phonetic Alphabet) characters and their pronunciation together, as in it would pronounce "you" if I typed in /ju/, or "you geek" if I typed in /'ju gi:k/. I want it to be useful for other languages as well, so it would pronounce "qaqambile" as /||α || αm 'bi le/. I've found plenty of good applets for the individual sounds online, so please don't send me any of those.

I've found plenty of applets that produce all the sounds individually, so please don't share any of those with me.
Also, no programs or sites that take English (or other individual languages) and convert them to IPA or pronounce them.

If I go to America everyone just sounds "American" although I do realise that there are different accents E.g southern and New York accents.
Do americans find the same with us,or does a Yorkshire accent sound the same as a Somerset or "home Counties"

Ok heres the life-story. A girl in my school recently moved from Cameroon to England to live with foster parents. Shes the sweetest thing on the earth and i love her to bits, i think about her all the time! She recntly became one of my best mates ever and i learnt that she comes from a part of Cameroon that speaks 'BAFANG' also known as 'FE'FE' and 'NUFI'. I also learnt that her dad had left her and her mum when she was young and she hadnt ahd such a great life there, which breaks my heart when i think about it.
I was just wondering, can ANYONE here speak a word of her native language (the language named above :-) ) that i could say to her. She's only ever told me 2 phrases in the language and wont tell me more because she doesnt like it when i dont understand :-P, but when I said the phrases to her her eyes lit up and she looked so happy and I felt like she wanted to keep talking the language. PLEASE ANYONE WHO SPEAKS A WORD OF THIS, PLEASE HELP ME :-(
