It doesn't quite translate directly, but "Long live Mexico" more or less captures the flavor of the expression.
More literally translated, I would say something like "Let Mexico Live!" (but again, it's not really the same grammatical construction as in Spanish.)

Like you say 'Hail Columbia', maybe you could say 'Hail Mexico'?
Hail in English is related to the German 'heil'. The related Norwegian word 'hel'/'heil' (in English: 'whole', 'not in fractions') is moreover in family with 'helse' ('health').
