It depends on which situation you would be saying "Whoa" for.

"Oioi!" translates to something like "Hey!"
"Wa!" translates to something like "Wow!" or "Ack!"
"Oo!" is something like "Hey!" or "Woah!" (For example, if you were losing you balance you might say this.)
"Ha!" is a sound of surprise or realizing something.
"Hiee!" is an exclamation like "Eek!" or "Yikes!"
"Ee?!" is like "Huh?!" or "Eh?!"
"Ei" is a shriek of... er... excitement or realization I suppose.
"Ehen" is like "Haha!" Like when you have realized something.
"Sugoi!" is "Cool!"

And the person above who said the thing about Jesus is also right. :D

Do you mean "woah" as in when you are in awe, like when you see something very cool?
Japanese often say "Sugoi ne~" when something is cool. Like when we had reached the top at St.Peters. I heard at least 5 times of "Sugoi ne~!"
When it's a big surprise(WTF kind), "ne?!" or "e?!" is often used.

"Woah" as in you are amazed? If that's the case, it'll be すごい (sugoi). It means amazing; terrific.
