speaking of the same period of time? What does the "about half an hour of silence" and the 2300 days of the transgression of desolation refer to?

I read this in Luke 15:7, "I say unto you, that likewise joy shall be in heaven over one sinner that repenteth, more than over ninety and nine just persons, which need no repentance."
From this verse, it appears that Heaven (God's throne room) would usually be filled with songs of praise and worship of the Lord every time a sinner was saved. Does this mean that no one is being saved during the about half an hour of silence?
In 1 Corinthians 10:8 we read, "Neither let us commit fornication, as some of them committed, and fell in one day three and twenty thousand."
Every time the number "23" appears in the Bible, it is associated with judgment (wrath-plagues, famine, pestilence..)
