My friend's mother was raised VERY strictly going up...too strictly to the point that I wonder if it was a tad bit destructive? What do you think of this?

My friend and her family has lived in Philly for generations. Her mother lived in a neighborhood of Philly that was not bad, but not the greatest neighborhood either(it was in-between). When her mother was 18 and a high school graduate, she wanted to go to center city Philly(oh, a whole 15mins away) to a museum or some exhibit with an all-female group of friends she'd known for a while. Her mother(aka my friend's grandmother) refused to let her! You heard me right...at age 18, she was "not allowed" to go out with her girl friends(all girls, so no chances of premarital sex) to her own city! Center city Philly wasn't slummy either.

Isn't that a bit weird? How is that preparing her for the real world and living on her own?

To let couples have as many children as they want except that for every child after the first they must pay the price of $5000 to the government.
Do you think this will be a good law? And do you think it will work for 3rd world countries? Do you think there will be any consequences and will people raise opposition against it? Is there anything I can change about it or any different suggestions about controlling mass population growth in a 3rd world country? And please give me a reason for your answer.

I have windows xp home edition. The brightness bar is constantly showing when I turn on the computer, and it won't go away for long. Like I tried pressing the button with an [X] on it and it makes the brightness bar go away as long as I keep on pressing it, when I dont eventually it will come back. I tried lowering the brightness as an experiment and it is really hard to lower, and when it does, after I stop pressing that button it slowly makes it go back to 100. When I turn off the power button on the monitor it goes away for a few seconds. Sometimes it just goes away on its own for a while, but then comes back. It is really annoying since it is in the middle of screen. I also tried the auto adjust button but with no luck. Please help.
