A. An atheist who lives his life with the certainty that there isn't a God peering into his life judging him, and subsequently lives his life as himself. Perhaps sinning on the way, but more or less just doing what he does, without any thought that there will be accountability for it.
B. A Christian who believes in hell, believes that it exists for certain, tells others they will go to hell for not believing in what they believe... and still sins all the time, constantly praying to be forgiven for the same sins over and over and over. With a firm belief that they can sin, and as long as they feel bad about it, they will be forgiven by asking God.
Note: The atheist doesn't believe it exists, and the Christian does with all of their heart. So who has the better excuse in reality. And this idea in itself I do not pose as an excuse for atheists... because all atheists know that we don't need an excuse (all part of not believing in the first place).
