is it true that i cant myself down as english on my passport,ithas to be british,but a scotsperson can put scottish on there passport,and does this apply to the welsh and northern irish also .

If we're not using static IP does it mean that our IP will change each time we connect to the network? E.g. if i get one ip today, i shutdown my pc, connect to the network the next day will my ip be the same? If it's the same then why do we need static ip? If its not the same then how is it that we can trace a person using their ip, if their ip changes all the time??
