Since the beginning of the 1990s last century .....- is it correct in English? or should I use "from the beginning.." What about the position of "last century " in the sentence? is it correct?

The whole sentence which I have translated into English is:
Since the beginning of the 1990s last century, due to extending European Communities plans with new democracy from the middleeuropean region, the European Communities/European Union have taken actions against Russia and postsoviet countries to make the newest extension easier and possible.


Does it sound good in English? if not can you suggest anything to me. Thanks a lot

Alot of people are saying legalize drugs but will this sort out the violence that comes with drug taking.
So if drugs was to be legalized how could theft/muggings for drugs and violence be stopped?

Please try to answer this quesion without bias. I voted yesterday but I am an undeclared voter. I was asked which party I was and I said What's the difference? and the guy behind me almost choked. It is written in history that the illegalization of drugs is based upon racism and government paranoia. We spend BILLIONS a year on this fake war on drugs so we can support big spending government and put people into jail instead of rehab: why not tax it, set up intoxication laws similar to alcohol (oh wait, they are already there!!!)? This is not just an election thing for me.Daily I watch "the Span" and I read articles from various international papers. I like talk radio, left talk radio that is. I just feel weird, I have no other girl friends that love or even like politics. My friends love gossip and drama. I'm I totally weird? Do I need to go back to college just to have friends that enjoy discussing world issues and politics? Men love to talk politics with me but most women tune out when I bring it up.
