Yes. It describes the republicans, because the republicans believe in individual work and rewards, in alignment with the "theory of the survival of the fittest" from Darwin's work on nature.
Basically, they are saying no handouts. You reap what you saw.

I get it. I don't agree. Just a demagogic, partisan attack.
And it is not accurate to portray the Democrats as if that term has not ever been applied to them.
