The notion of popular amendment comes from the conceptual framework of the Constitution. Its power derives from the people; it was adopted by the people; it functions at the behest of and for the benefit of the people. Given all this, if the people, as a whole, somehow demanded a change to the Constitution, should not the people be allowed to make such a change? As Wilson noted in 1787, "... the people may change the constitutions whenever and however they please. This is a right of which no positive institution can ever deprive them."

It makes sense - if the people demand a change, it should be made. The change may not be the will of the Congress, nor of the states, so the two enumerated methods of amendment might not be practical, for they rely on these institutions. The real issue is in the practical. Since there is no process specified, what would the process be? There are no national elections today - even elections for the presidency are local.

The Germans have been made to apologise for their war crimes, some Japanese are now coming around to the fact that they have committed attrocities in WWII as well, but it still remains that the USA is the only country in the World to have used the "Bomb" against another nation. 1000's were wiped out.

Did the USA apologise for that, will they apologise for that, or do they have no intention of apologising for that?

The House of Representatives is due to vote on a bill that would grant $25 million to spinach farmers in California. The legislation would also appropriate $75 million for peanut storage in Georgia and $15 million to protect Louisiana rice fields from saltwater. More substantially, there is $120 million for shrimp and menhaden fishermen, $250 million for milk subsidies, $500 million for wildfire suppression and $1.3 billion to build levees in New Orleans.

Altogether the House Democratic leadership has come up with more than $20 billion in new spending, much of it wasteful subsidies to agriculture or pork barrel projects aimed at individual members of Congress. At the tail of all of this logrolling and political bribery lies this stinger: Representatives who support the bill -- for whatever reason -- will be voting to require that all U.S. combat troops leave Iraq by August 2008, regardless of what happens during the next 17 months.

A civil war would just decide who should rule the country based on power and organization, if america puts an ethnic group in charge that is not the most powerful in the region, a coupe will occur anyway, right?

After everything that has been said on TV, news, papers, Y!A, etc. etc., you still read questions and answers on here that refer to the "Iraqi terrorists", to us "beating the Iraqis", to "stopping the Iraqis" before "they come here." etc. Their dictator was a scum punk! They did not have WMD. The perpetrators of 9/11 were not Iraqi, nor were they trained in or supported by Iraq.

Could the confusion be coming from the fact that the administration doesn't know who it is fighting or why??

as an Englishman it always amazes me that Americans are allowed to carry guns.Thats like putting a monkey in charge of nuclear weapons.Oh hold on they have one of those too.
If Americans are so good at "packing heat" and accurate due to their gun ranges, why is is their soldiers tend to hit more "goodies" than "baddies"

That country is going to clash as long as they have its diverse ethnic groups and america can never put a government in place that will last long enough to change the hearts and souls of the people of Iraq. An american puppet government wouldnt last for a year in that country.

Let's face it, America is the only country to have actually used them. Should we really not be going after America..and ourselves for that matter?

I know that Lincoln slept with a man right up to the time he married Mary Todd, but now that Laura Bush has moved out of the White House and Jeff Gannon is a more frequent visitor, does this mean GW can "come out"?

It seems to me that no matter whether the abducted sailors and marines were in Iraqui or Iranian territory they are not wanted in either place by the countires who actually own the water so is anyone surprised that when the British use intimidation to stop and search shipping they have no right to search, once in a while some people will get sick and tired of turning the other cheek and decide to bully them back.

Do you need the govt to take care of you? Do you need the govt to tell you what to think, first thing in the morning when you wake up?

If so, please vote for either a Democrat or a Republican for President in 2008?

Do you have any suggestions as a better way to guarantee that we will be told what to think, how to act and when it's ok to laugh, than to elect another President from one of the big two parties?

I was sued by a collection agency, I paid the bill to the original people I owed, so in essence the collection agency didnt get paid by the original people because they didnt collect , I didnt sign any contract with anybody to pay anything(had to get that out of the way) in the mean time they are now suing for court cost and attorney fees which is 3 times higher than the original debt(the original was 543 and they want 1450) and by the law I have to respond to their claims til a date is set for court and who knows when that is, in the mean time, they keep saying an additional 200 bucks to reply to my answer everytime to review and answer they say,can they do that? now its 1650,can they do that? isnt that against the law?(by the way there was no judgement in the original case as they dropped it when I paid to the original people now they want this)

I thought they would have to be inside your home, and you would have to be in fear of your life, in order to shoot and kill someone without criminal charges being brought up against you? There was a teenager shot and killed outside a house, by the window of the house, by the homeowner in Oregon. After the investigation, the authorities, and the courts, said the man was justified in killing the boy and no charges were filled against him. I didn't think you could shoot an intruder outside of your home?

You know, the whole, "you should have thought about that before you had sex" argument, or, "if you play, you pay."

They use these arguments against guys who complain about paying child support, all the time, but I never hear them say that to women who want an abortion.

AND I AM IN NO WAY DEFENDING MEN WHO REFUSE TO PAY FOR THEIR CHILDREN!!!

I just wanted an answer to the hypocrisy, thanks.

if i wasn't running i would choose this righteous man who has a rational position on the middle east and doesn't overpromise. but more important he means to zap the corruption with the lobbyists, rats, and congressmen. he will tear the defense dept. a new ******** and wait until you see just what is really behind that kindly smile and never losing his cool. afterall, he is a proven patriot and from two admirals etc. and his wife is stunning. he has been treated for melanoma but seems to be okay.

I am almost 52 years old, an insomniac that takes 2 prescribed sleeping pills 2x per week. They have always taken several or more hours to take effect. I had lost a beloved pet the night before my car accident. I had taken the normal prescribed dose of my sleeping meds & drove home from visiting a friend. I am thinking because of all the stress of dealing with the loss, unexpectedly of our pet that the sleeping meds metabolized differently in my body. I nodded off at the wheel & hit another vehicle. The person had some minor injuries. I was given a field sobriety test(vision test, walk). They arrested me & released me to see dist. atty. next month. They took blood at hospital. Test results came back "results do not indicate prohibited alcohol concentration or presence of restricted controlled substance". What kind of charges could I be looking at? I DID take 2 sleeping pills,(WHICH I WOULD NEVER DO AGAIN) and drive, but they never affected me in this way before.
