Just to get married, you do not need a visa at all. To get married, you just need a marriage liscense. If you want to become a U.S. citizen after you are married, you can do it two ways. You can start the paperwork now, and get a Fiancee Visa at the embassy in Frankfurt. (Get there early, because it gets busy.) That will get things started for you. Or you can travel to the U.S. on your passport, get married while you are in the U.S. and then just hire a lawyer to do everything to get your citizenship. It can be painless.

As the consular officer stated above, if you get married here then you are required to go back to Germany even if you come in through the visa waiver program. However, a lot will depend on what you both want to do. Are your wishes to live in Germany or in the U.S? If your wishes are to live in the U.S. then certain paperwork will need to be filed with the U.S. Department of Homeland Security-U.S. Citizenship and Immigration Service.

The general rule is that the spouses of permanent residents and U.S. Citizens must have Form I-130 (Petition for Alien Relative) filed on their behalf. As to the waiting time and the process to file for Adjustment of Status (form I-485) will greatly depend on whether your wife is a U.S. Citizen. If your wife is a permanent resident, then once the I-130 is approved you are placed on a "waiting list" that could take years before you can even file for permanent residence. If your wife is a citizen, then you are not placed in a waiting list and can immediately file for an immigrant visa or adjustment of status. There is also the issue of your fiance becoming a citizen and filing Form I-129F (Petition for Alien Fiance.)

My best advise to you both is to call an immigration attorney on this issue as there are other options available to you that cannot be discussed in public forums. It will be worth it. Congratulations to the both of you.

If you are planning to marry in the US, you can do that using the Visa Waiver as long as you do not intend to stay there. Many, many non-US citizens marry in the US and then go home again.

If you do intend to move to the US, your fiancee will have to petition for you after the wedding.

you need a paper that states that you can get married from the local government.
The U.S. does not regulate marriages. Yet you would need a Visa to enter the U.S.

You do need a visa. The waiting time to adjust status, if you are the spouse of a LPR, can be of 5 years even more.

You would need a Visa if you plan on living here......

Even if your wife is a U.S. Citizen you still need to be here legally....
