BAGHDAD, Iraq (AP) -- A senior U.S. diplomat said the United States had shown ''arrogance'' and ''stupidity'' in Iraq but was now ready to talk with any group except Al-Qaida in Iraq to facilitate national reconciliation.

In an interview with Al-Jazeera television aired late Saturday, Alberto Fernandez, director of public diplomacy in the Bureau of Near Eastern Affairs at the State Department offered an unusually candid assessment of America's war in Iraq.

''We tried to do our best but I think there is much room for criticism because, undoubtedly, there was arrogance and there was stupidity from the United States in Iraq,'' he said.

''We are open to dialogue because we all know that, at the end of the day, the solution to the hell and the killings in Iraq is linked to an effective Iraqi national reconciliation,'' he said, speaking in Arabic from Washington. ''The Iraqi government is convinced of this.''

People commit crime, go to jail, build up hatred for the system that put them in jail and learn how to commit crime more effectively inside.

A waste of human life and tax money to keep these inmates in their cells just rotting away until they are released.

I take the view that ALL criminals are made by circumstance and upbringing - there is no 'criminal' gene, the crime is made by the system and the criminal has bad actions.

If you want clarity, just get some stats on the conditions criminals are brought up in for some supportive evidence.

Anyway, I propose prison as a secure community - where prisoners live as citizens in an enclosed village. They work, get paid, and live outside community. This is to reform bad learning but not to punish what is effectively not their fault.

They can buy education with their income and other items which teaches the value of money. A huge resource is wasted - why not use it?

Finally, a certain highly secure section is reserved for bad behaviour.

I am doing an essay for University which is dealing with the international jurisdiction issues of the internet. The paper is already written, I am looking at the fine tuning, so I am not looking for help with my coursework. I want a view from people as to what they view the future of the internet is. I feel that it is too large now to be goverened by one jurisdiction and is instead self regulated by the wider community who use it. I also think that it will eventually form an important check and balance on international law making by providing a voice for the citizens of the world on an international level. I have taken into account the free access in the western world against the limited access for third world countries (i.e. expense of computers and internet access via telephone lines). I have also looked at issues in China and the Yahoo France case.

Thanks in anticipation any help is much appreciated.
p.s. if you are an expert will you give a refernce so I can quote you :-)

Details welcomed. (e.g.)
- Subscription costs, open fees, maintenance fees, hanger charges, rental, hidden charges.
- Flying seasons, availability of instructors.
- Prerequisite physical fitness test centres.

Kindly bear with me as getting a serious answer around Yahoo can be rather laborious. Thankyou.

A recently was speaking to a political candidate who mentioned that his greatest number of votes came from immigrants. He said that they were easy votes because he only had to tell them that he would grant special attention to their nationality, and they would vote on mass for him. He said they didn't express any interest in the usual topics of the day like taxes, economy, etc., only that a candidate was for their people.

Has anyone else noticed this, or was this just one guy's opinion???

A new poll suggests two-thirds of Americans believe the US is losing the war in Iraq, a proportion which analysts says could translate into a drubbing at the polls for Mr Bush's Republican Party in next month's mid-term elections.

after ww2 america and britan made a country in the middle east calling it Israel. This country was run by Jewish politics. A couple of years later you have all the muslim countriesd trying to kick out Israel. With America backing up Israel, Israel doubled its size.
Why didnt America and britan put Israel in their country?
Didnt they want a country run by Jewish politics in their continent?
What would happen if i wanted to start a country with Muslim politics in America or Britan? Would they straight away take me over?

I just know there are ways to curb the stem of illegal immigrants, and looking for sound ideas.
Again, sorry .
