There are several theories about this question.

First of all, after WWII, the whole world was thrown into chaos. Most countries that were colonies of other countries (Africa to Britain/France or South America to Spain) were forced to re-align their economies based on the principle of free market ideals. However, as these countries could not develop sufficiently without the proper resources, they were pretty much ignored. This was set off by the UN report during this time that commodities would be the future of the trading market. However, commodities are a bad idea for countries to trade in, as they are not replenishable, and are cheap on the world market (such as bananas, coffee, or tin). This leads to the world market demanding the same amount of the product, but prices FALL dramatically with an increase of supply, so the country makes very little money with these products (which most of South America deals in, with the exception of Venezuela, a different case, who has the priveleged access to oil).

After they recieved their independence, many of these countries spiriled into despair. Military juntas and dictators came into power, such as in El Salvador, Argentina, and Honduras. Economies were not given the freedom to grow, and many countries went into economic decline, especially in 1999 (Argentina and Brazil).

The idea for South America is to unite, to bargain more fiercely and compete more heavily in the world market, under different regional trade blocs. (Two of the largest include the Andean Community of Nations and MERCOSUR). However, development, although increasing, is still slow, and only through mutual assistance and the assistance from the Western world will true development be possible.

There are also other ideas and theories, including the North-South gap, an international relations theory. This states that the world is divided into two sections: The industrial North and the agricultural south. The North is industrialized and focused on products of a higher technological standard, while the South trades more in agricultural products and commodities. Due to this, there is a gap that has divided the world into these respective parts.

Most of the South American Countries have many rich people and they are very rich There does not seem to be a middle class.The poor are really in need, they live in those cardboard box shelters you have often seen while watching different countries on TV The rich do not like anyone meddling in their affairs, since they can get the poor to serve them for very small wages. That is why the poor like to come to the USA to work, they get a better wage here and can help their families.

they remained under colonial domination for much longer. the land was unequally distributed, with the aristocracy taking the lion's share. great inequality in income that precludes an enterprising middle class.low pay that does not allow a local consumer economy to develop. any wealth that was created was taken by overseas investors, as by the time Latin America began to develop, the financial institutions in Europe and the USA had matured and they could supply cheaper and greater amounts of money than local investors. conservative governments that resisted any social reform, such as health and education. corrupt right wing military governments supported by foreign powers financial institutions and corporations. oh! there have hardly been any socialist governments in Latin American history, the vast majority have been conservative dictatorships.

Their leaders have corrupted their countries with drugs and power. The people of South America want a better life and will when they step up and eliminate their dictators in the countries controlled by cartels.

Because they have unstable and corrupt governments. Instead of investing in their countries and commerce these officials are ripping off money and living lashily instead. The same happened in Iraq, and is still happening in North Korea and much of Africa.

The main reason is corruption, which means money set aside for education and social services disappears as soon as it is allocated. But things are slowly changing.
