Many people come here insulting gays and lesbians -- calling names, harassing -- then they end it up using the line "free-speech", to justify their insults.
There are, some reservations in Article 5 Paragraph 2, (of the united Nations Declaration for Human Rights), for restrictions to protect an individual or collective's honour against personal insults or hate speech.

Are haters aware of the consequences that a formal complaint (in a court of law) could have?
