at first your question sounds a little strange...but then I think about the even stranger laws you have in the land of the free.
Of course there should be no need for you to require a licence in order to change a light bulb.
BUT! the strange laws that exist in parts of the USA could mean that where you live you may actually need one. In several parts of your country there are historically founded restrictions on people doing their own work when there are union based workers who could 'prove' they were needed to do it safely. (and profitably, of course)
However, changing a light bulb need not fall into this category and, provided you are able to dismantle safely any fixture that holds the bulb, who would ever know?
I'm sure your local electrical contractor would be delighted to come along and screw in a new bulb for you. (and charge you a 'call-out fee, plus a minimum charge-probably an hour's labour charge) If you can afford this-go ahead.
Your local authority should be able to tell you if your area is one of those areas which is subject to these 'labor-laws' rulings. (I think mainly in the industrialised eastern cities of the USA, generally)
Personally, I wouldn't bother...

That depends. Are you changing a lightbulb at home or in a Union shop. If you are in a Union shop, then you must pay an electrician a 4 hour minimum to come and watch you plug in your lights.

That depends on where you live, and how outdated the laws are.
Where I am, we need a licenced electrician just to flick the switch!
Okay, kidding.
Seriously, though, it is actually illegal for me to change my own lightbulbs, here.
