They may not be installed correctly,they may be cheap n tacky.You get what u pay for in this life, if they r new then u should contact the company who put them in cause there supposed to be completely tight.Ensure your draft vents are closed and that your doors aren't the cause.Drafts can come through under doorways.If u r an older member of the planet then,like over 60 then your age makes u more sensetive the cold and drafts and theres not much u can do.

At the top of the window there should be an air vent, required by law.
Even when it is shut, it will allow air in, and out.

call the installers back there should be no draught at all.
