I don't understand, when everyone is at the huddle. It seems some players are allowed to move around freely, but while others if they even twitch its a penalty. Can someone please explain this to me?

right now, i am planning to walk on to a junior college football team. currently, i am 5'9' 220. if i can't make it as a qb what position will suit me best? I'm also thinking about trying out as a halfback or a full back.

Not trying to take anything away from the older teams but some people actually think that they would beat the modern era teams. They would get murdered. the 72 Phins would be winless in today's NFL.
