In the context of the legislative process, explain what is meant by the following:
(i) First and Second Readings;
(ii) The Committee Stage;
(iii) The Royal Assent. (6 marks)
Legislation is the process of law-making by Parliament whereby a Bill becomes an Act. This form
of law-making involves a set procedure which has to be followed. This procedure generally starts
in the House of Commons and ends with the Royal Assent.
Bills which come before Parliament can do so from different sources. Two of the most important
types are Private Members’ Bills and Government Sponsored Bills.
One such Bill which was introduced into Parliament was the Human Rights Bill, which became the
Human Rights Act 1998. This Act eventually came into force in October 2000.
Amongst the laws referred to in the Human Rights Act 1998 is a series of Articles which are
intended to protect certain basic rights and freedoms recognised under the European Convention on
Human Rights. For example:
! Article 5 sets out the Right to Liberty (personal freedom);
! Article 8 sets out the Right to Privacy;
! Article 10 supports Freedom of Expression (speech);
! Article 11 allows for Freedom of Assembly and Association;
! Article 12 contains the Right to Marry.
It is important to note that all of these rights and freedoms can be restricted. For example, the tort
of trespass and the tort of defamation are intended to protect the individual. In addition, the crime
of unlawful assembly and the power of imprisonment are intended to protect the State.
Those who feel that their rights have been unfairly restricted have the right to have their case heard
in the United Kingdom, rather than having to take the case to the European Court of Human Rights
in Strasbourg.

number of ways. In this context, explain what is meant by the following:
(i) arrest, with and without a warrant; (3 marks)
(ii) the remand decision (bail or custody); (3 marks)
(iii) imprisonment. (2 marks)
(d) Article 11 allows for Freedom of Assembly and Association. Identify and briefly describe two
different ways in which this freedom can lawfully be restricted. (3 marks)
(e) Article 12 contains the Right to Marry. Identify two restrictions on the right to marry, recognised
by English law. (2 marks)
(f) (i) Identify one of the ways in which an individual may be restricted from exercising his right
of free speech under Article 10. (1 mark)
(ii) Briefly comment on why a judge may find it difficult to apply both the right to privacy
(contained in Article 8) and freedom of speech (set out in Article 10), when hearing an
individual case. (3 marks)
(g) Comment on whether or not the passing of the Human Rights Act 1998 has been of benefit to the
general public. (4 marks)

Yahoo has work repeatedly to help the Chinese block free speech and punish those who attempt to practice free speech in china. GOOGLE and others do NOT allow influence from governments unless forced. Yahoo voluntarily helps block free speech and turns in violators. WHY? need more info?http://rconversation.blogs.com/rconversation/2005/09/yahoo_chinese_c.html

The Iraq Troop Protection & Reduction Act

The Iraq Troop Protection & Reduction Act of 2007 presents a comprehensive approach to Iraq that halts the President's escalation policy and provides an alternative strategy in Iraq with the goal of stabilizing the country so American troops can redeploy out of Iraq. Senator Clinton's legislation puts real pressure on the Iraqi government, requiring the Iraqis to make political progress or lose funding for their military and reconstruction, require the Bush Administration to begin a phased redeployment and convene an international conference within 90 days or a new Congressional authorization would be required to remain in Iraq. Finally, the legislation would prohibit the use of funds to send troops to Iraq unless they have the proper equipment and training.

I'm sueing him in small claims court in Idaho for $5,000. I lost my client database when they shut me down along with 5 months of work and marketing money. Lawyers can't help him in the court room since it is small claims court. If he shows up I will definately lose. If he dosen't show up then I win.

Where can I buy a color patch for the 6th Air Mobility Wing at McDill Air Force Base. I am looking for a color patch with "Parati Defendere." I can only find the subdued patch on the Internet.

I tried E-Bay.
I tried every patch seller that I could find.
I called base public affairs.
I called base HQ
I called the base clothing sales store
I even called the Vanguard company.

No one can help me to fill this hole in my patch collection.

I know it is unpopular to say but I want to leave. My social beliefs and background do not suggest that I have a bright future here. I don't particularly like the American way and understand that we are becoming a communist nation (in the name of Jesus). How do I convince a European nation or even Canada to give me a chance to live and work there?

He's eloquent, passionate, relentless, undaunted. The first political figure to oppose the Iraq war, Al Gore is also the lead champion in the fight against global warming, a passionate defender of our Constitution, and an unyielding voice against the Bush Administration's abuse of power. Can he be convinced to run in 08?

All these Republicans have stated that global warming is real, it's happening now, it's caused by humans, and we need to take action to stop it.

However, the global warming deniers seem to think it's just Democrats who agree with the scientific consensus on this issue.

So do the GW deniers on this site think all these Republicans are lying when they say this?

Isn't it time that we stopped seeing this as a Republican vs. Democrat issue, and started talking about solutions?

I've seen these as suggested alternatives to Bush's foreign policy. What do you think of each idea?

1. Set up negotiations with Israel and other middle easy countries so they can sign some peace agreements. Work hard at creating diplomacy between Israel and their enemies.
2. Threaten countries that defy UN inspectors (like Iraq did) and give resistance. If necessary, bomb strategic military targets, but don't start a war.
3. Make an agreement with N. Korea to stop weapons programs in exchange give them light-water nuclear plants that can't be used for weapons. Also use sanctions and aid to control them.
4. Create a special unit within the anti-terrorism forces to specifically go after Bin Laden and his allies. Their sole purpose would be to track Bin Laden's intentions to stop more terror plots.
