Bush runs US foreign policy. Condoleezza Rice is his top deputy to represent him and the people of the US.
Ehud Olmert runs Israel foreign policy. He is answerable to Israel, not to the US.
Perhaps you were unaware that different countries have different goals and policies based on their own unique self-interests?

My vote goes to Olmert. It is so sad that Hamas refuses to acknowledge the existence of Israel. Rice should go to North Korea and Iran to talk to our enemies.
