i'm a south african passport holder living in dubai and i need to go to bulgaria. i need a visa but there's no consulate or embassy here in the UAE. how and where can i get a visa?

I was parked at 9.50 in a parking bay displaying my disab;ed badge. I came back at 9.55 to find a traffic warden writing a ticket. He saw me as I came towards him waving at him and hobbling on two sticks. I asked why he was giving me a ticket and he said that there were loading restrictions so you couldn't park until 10am. I accept I was there before this time so I was in the wrong, and that having a blue badge does not make you exempt from loading restriction. But can I appeal on the grounds that he saw me coming and could have used his discretion as it was only 5 minutes before time anyway?
Has anyone appealed succesfully on simalar grounds?

Btw, I know it was my own stupid fault as I didn't check for loading restrictions, so don't need to be accused of trying it on or of being an idiot.

They say America is bad,huh? it looks like this is worse everywhere....some of the attrocities done to these women are sick and so far America has been safer than most for women....so what was the reason that women are starting to not like the Bush administration, What was it he did or didnt do that you didnt like about Women?

The judgement of a court of law is based on the convincing of (lying) attourneys and prosecutors, (biased) jury officials, and a possibly biased judge, none of which were ever at the scene of the crime and therefore know about as much as the people watching the case on television. Not that all court cases are this way, but too many of them for comfort. And while a court of law isn't 100% accurate, execution is 100% final, even after it's found out that the victim of the execution was innocent.

My question, I guess, is what is the purpose of execution? What purpose does it serve, besides the mere assumption that you've done the right thing, and, given they did said act in the first place, they won't do it again?

we have all these ads on tv , right now, telling people, dont vote. untill you know. how your candidate stands on issues. they all say, whatever it takes, to get elected. then none of them do anything, they say they will.like sonny perdue on the georgia flag issue. they promise all kind of ****, then forget about it after, they get elected.
