Please give more detail. Are you referring to a neighbor or roommate? Do you have a lease contract with the landlord? How did the other tenant cause the damage, what type of damage?

It depends on if there was negligence.
Usually the person who caused the damage is responsible to pay.
They often feel they shouldn't have to because it was an accident.
Try small claims court.

It would depend on the situation.

If your neighbor breaks your window, it's your neighbors responsibility if you can provide sufficient proof to the leasing office.

If your roommate breaks your window, it's the responsibility of whomever is on the lease. If you both are, and have sufficient proof, it should come out of their deposit.
