the existing wiring in my loft space is laid over the joists. as i am considering a loft conversion - will the wiring have to be led through bored holes in the joists, to meet legal requirements. or can i build up the existing joists with timber (glued and screwed 38 x 48) before fitting the floor boards.
if holes must be bored, what is the distance below floor boards.

The toilet in question does not overflow, nor does the tank. The bowl just fills up with water and then slowly the water level goes down. As far as I can tell there is nothing clogging the pipe. Why won't it flush out?

I have a GFI outlet in a second floor bathroom. Using a hairdryer in that outlet causes an odor detectable on the first floor of the house. It is an old house (if that makes any difference). Any suggestions as to what is causing the problem?

I'm looking to buy a jig saw. I already own a off brand miter saw and a Ryobi circular saw. I have a small project to use it for now, but in the future I'm not sure yet. What features should I look for? Is a $30 at 3.5 amps good enough for most things or do I need to go with a $50-$60 one with @ 5 amps? What do you think?
