I guess I'd have to wonder WHY? Obviously, and I'm NO minor, FIRE is COOL (no pun) when controlled by a KID. My thought however is what other possible use might a minor have for owning, carrying, showing off a lighter?

Looks like in some areas, no. Others, who cares? But in the same areas where they CAN, just try buying spray paint at Wal-Mart! I'm 60, and a couple years ago, I got carded there trying to buy spray paint! Even the store manager wouldn't make an exception to their carding policy for a white-bearded old man!

I know it's kind of dumb. It all depends on the stores policy. I work at few places we couldn't sell lighters to minors, but we could sell them matches, gasoline, propane, and lighter fluid. No there is no law that I know of. Ask your police dept.

I've never heard or seen where they can't. But sorry, they should'nt be able to unless there is a good reason for it. Why would you need it unless it was for a campfire or for use in work of some type. Any other reason would be for tabacco or pot which is not legal.

Yes and no.
Just depends on where you are. I think it would be ok, like in case there was a blackout or something.
