I am going to be installing "pre-padded" carpet in a 12 x 12 room using double sided tape. The flooring in there now is this self stick linoleum tile. Should I remove this tile or will it be fine leaving it?

In your application you will be fine going right over the tile. That is saying that your tiles now are all holding, if there is any cupping at the seams you might need to chip the sections that are curling and fill with a floor patch compound. Make sure that where ever your are going to be using your double stick tape you clean the surface of the tile with acetone. A rag with a little acetone wiped in tape areas along the perimeter of the room about 2 inches from walls. Fairly easy project good luck.

If the tiles are fine and well stuck down, but I would be worried about the double sided tape especially in the summer. Also be aware that the tape will not grip as well to a shiny surface, so if the floor has been treated it could come loose if children run on it. Have you thought of using a carpet spray glue. You can buy this in B&Q (UK) just spray around the boarder.

You can lay your carpet down over the tiles, but if the carpet isn't good quality or in good shape (has chips, cracks, etc) then sooner or later the crack lines will show thru the carpeting. This will happen sooner in high traffic areas...

If you remove the tile, you need to know that the sticky part may stay down there and be hard to remove, depending on the quality of the glue used in the sticky tile. You may have to scrape and use a product to remove glue as this will definitely make lump or line marks underneath the carpet.

Ideally, carpet should be layed on top of a smooth surface, like veneer.

If you want to save time and money and just want a quick fix, then go ahead and lay it over the tile. I've done it more than once.

You could leave it which would provide another cushioning surface. However, some things you should consider:
-Will leaving the tile create additional height not allowing for door clearance?
-Future carpet cleaning-Will steam cleaning cause tiles to come loose or warp? Will moisture from cleaning seep under tiles and remain there, causing mold and floor damage?
A flooring expert can answer these questions.

yes you can install the carpet over the tile but clean it well so that the tape will stick well

It depends upon the condition of your linoleum. If your linoleum is good, you won't need to, it provides additional protection, especially that linoleum would serve as a very good vapor barrier. If linoleum is in bad shape with lots of cracks or very old, better to remove it first.

as long as there's a rubber underlay for the carpet ,you can leave the linoleum.

You can leave it, but will the double-back tape stick? Make sure it's uber-clean; use TSP (tri-sodium phosphate) from the hardware store or something similar. Maybe you can find a inconspicuous place to try it first.

You can definitely leave it if you are putting down carpet pad under the carpet.
