Computers & Internet - 22 November 2007

We made a restart in safe mode before for how many times. Then after restarting in safe mode and clicking the administrator's name, we restarted in normal mode. Since then when we open the internet, there is like a grinding sound from the box of the pc. What is it or what is the cause? Could it be because of restarting the PC in safe for how many times? If so, how can we fix it?
(We are only using now the PC of our boss. She gave us permission to post this question so we can read and make changes of our PC as well if anyone here could give a good solution. We thank you all in advance).

can't access exclamation point, plus sign, dollar sign, etc. all i get is numbers... this is essential for me since one of the numbers in caps is part of my password. this happened after power was interrupted while comp. was running. can anyone help

I went to watch heroes on NBC the other day but it says i can't access the content from where i live (UK). It has done this on several other sites aswell.

Now barring the obvious solution to move to america (love to if i could)
is there anyway round this?
Would a proxy website work?

Two months ago an incident of power failure happened while I was working on a word document. Eversince, whenever I use word or scroll a lot in a word document, my computer suddenly shuts down. This was been going on, since past two days I get a message on my screen which says, "WARNING!CPU has been changed or CPU ratio changed fail, re-enter the CPU settings in CMOS setup before you quit!"

what is this message asking me to do and what do you think is wrong with my computer. I've been conned a lot by these computer engineers so I don't want to consult any unless emergency, please guide, me what is wrong with my computer and what can I do?

How do you limit the bandwidth to other users of a network via a server pc? My pc is accessing the internet directly on 6Mb/s, I also allow other users in my home to use the internet via my network card. I want to limit their bandwidth to say 2Mb/s. The card runs at 100Mb/s
