Two months ago an incident of power failure happened while I was working on a word document. Eversince, whenever I use word or scroll a lot in a word document, my computer suddenly shuts down. This was been going on, since past two days I get a message on my screen which says, "WARNING!CPU has been changed or CPU ratio changed fail, re-enter the CPU settings in CMOS setup before you quit!"

what is this message asking me to do and what do you think is wrong with my computer. I've been conned a lot by these computer engineers so I don't want to consult any unless emergency, please guide, me what is wrong with my computer and what can I do?

it was happened because the power failure.
to fix it you have to open your BIOS.
at very beginning you turn on the pc press delete or F2 ( or read press ... to enter setup at monitor). to enter setup is mean to enter BIOS setup.
all you have to do is you have to remember what clock of your processor and the FSB.
if it refer to ratio use this formula;

clock
------- = ratio
fsb

sample : the clock of the processor 3.0 GHz, and FSB are 800.
so firstly change GHz to MHz you got 3000. than devide the FSB by 4 you will have 200. so...

3000
------- = 15
200
then the ratio are 15

sample no.2 : if the processor 2.4 GHz and FSB are 533.

2400
------- = 18
133
got it? after you enter the correct ratio on BIOS so choose option save change and exit.

Sorry I do not know the technicality of a computer.I can only use it.So it is better if you call for a computer engineers how to mend the program in your computer.

You need to reinstall the windows. even after that if you continue getting the same error. then you better take your CPU to the technician. Do not delay it,because it can worsen the CPU.
