If there is construction work or uneven pavement on the freeway and there are no signs posted stating so, and this causes damage to your car (ie. alignment problems, bent rims, etc) is it possible to report this to the government and have them pay for the damages caused?

The load fell of the truck states away from when he noticed his straps where wearing out. Now the broker is demanding payment or lawsuit. We are trying to figure out a way to fairly fix the damage and the bill of lading has nothing about payment or damage. Broker doesn't want to discuss just wants payment. Do we have the right to hold the money for another week until we can do further research. We are trying to find a price to get someone in that area to repair things damaged as it would be the cheapest way to fix the problem.

I got in my car and I turned it on, put it in drive and my whole car locks up on me and wouldn't go anywhere. I thought I ran over a cat. I didn't. I turned it off and tried to put it in drive again and it just wouldn't go anywhere. The ONLY tire that won't go/spin is the rear, driver (left) side tire. That is the only one that is not spinning. All the rest are. Does this sound familiar to ANYONE? The car starts, everything works BUT the left, driver side tire. ANYTHING is appreciated. Please message or e-mail me anything you might think it could be. It won't drive or roll, so obviously I would have to get it towed. I'm a girl, so I am absolutely clueless what to do or where to go. HELP!

The reason for the question is this: I have a car with a 1.8 and one with a 2.3. If I travel at 65 mph, the 1.8 runs at about 2500 rpm and the 2.3 runs at about 3000 rpm. I just figured the bigger engine would utilize lower rpm, not the other way.
