If there is construction work or uneven pavement on the freeway and there are no signs posted stating so, and this causes damage to your car (ie. alignment problems, bent rims, etc) is it possible to report this to the government and have them pay for the damages caused?

Dream, dream, dream as the old song from the 60's went. Or as my grandpa used to say, "Charge it to the ground and let the rain settle it". It'd be a cold day in hades before you got the government to pay for it.

Nope. If you read the fine print on your drivers' license, one of the things you agree to when you operate a motor vehicle is that you assume the risk when driving on Interstate, U.S., and state highways. Unless you can show gross negligence on the part of the Department of Transportation (like a bridge out with no warning sign), you don't have a case.
