Lots of places talk about states that will give a clean title to a car with a bad title (salvage, theft, flood, etc). But no one says what the states are.

I have a 2006 Mustang GT and my temp. plates expired the 28th of August and I am just now getting around to getting them today. Will there be a penalty for being late getting them??? And how much is the tax, title and license on a new 30,000 car if anyone might know. P.S. I live in Denver, Colorado if that helps.
