Guessing u live in the UK as I have previously worked in Insurance and we would not cover anyone with convictions other than some driving convictions, I would suggest trying Carole Nash as they were always the company we referred anyone to with something we could not cover, either that or try local, smaller independant brokers or ask at the bike shop.. Bad driver with vehicular homicide? That might be challenging or just criminal history? States that require insurance sometime have a state insurance pool where for a high price they will put that driver into a policy. And in a couple of years good driving eligibility to get lower cost insurance.

you will need to contact your State DMV. This person, if no one else will insure him, each state has whats called an "Insurance Pool" for the uninsurable. They will place his coverage with a company and force an insurance co to take on the risk.
