Ok when I turn old enough to get it legally done I want a neck tattoo on the left side of my neck.I want a small star on my inner wrist and a letter tattooed on each finger to spell 'fire at will' do you think these places I want done are ok? my sister said 'that's retarded'.What do you think?

I itched my arm where my tattoo is today, and the part of skin that was tattood raised up so much that it looked like the tattoo was set on top of my skin. The skin that is not tattood did not look any different.
