If your Tattoo is over 8 years old and is raised, especially if it has always been that way, is scarred. The Artist probably went too deep into your skin. A tattoo is supposed to only be placed within the first three layers of your skin tissue, so they could have gone deeper....but if it's not raised all of the time, it might just be your scratching is irritated. Try applying a moisturizing lotion to soothe the itching. If it IS scar tissue, you could use a scar minimizing creme for a while and see if it reduces the scar tissue...It's just hard to tell when I cannot see it..
My husband has the same problem with his first tattoo, it is raised a lot of the time, and gets worse when it itches and he scratches it. The artist went too deep, and so now he has to deal with a raised itchy tattoo.

If the tattoo is not healed yet, DO NOT SCRACH IT! It will itch, this is perfectly normal. It means it is healing. A tattoo is (like it or not) a wound. While wounds are healing, they itch. Scratching any healing wound can cause infection. But scratching a healing tattoo can cause infection, AND it can damage the tattoo. Scratching an unhealed tattoo can tear away scabs and pull ink out of your tattoo with the scab. It will leave light spots in the ink, and the tattoo will not look right after it heals totally. Proper care of a healing tattoo is essential, not only to your health, but to the quality of the healed tattoo. As for the raising up, when you scratch, your skin gets irritated. (Believe it or not, scratching an itch actually makes it worse.) If you can, ignore the itch. If you can't, use non-fragranced lotion to soothe it. This will also moisturize the tattooed area, slightly, (but not too much) softening the scabs on your tattoo so they don't crack or split. Do not use petroleum jelly, or Neosporin. Bacitracin is best if you suspect a risk of infection. Most tattoo parlors will suggest a product called Tattoo Goo. This product is formulated specially for caring for new tattoos. Be sure to GENTLY wash the tattoo at least twice a day, (but probably not more than 3 times a day unless you get very dirty, or sweaty), with antibacterial soap. (Dial liquid or a generic equivalent is best). Then apply lotion or Tattoo Goo and GENTLY rub it in. Any excess should be wiped off after approximately five minutes. Healing tattoos generally take anywhere between 2 and 4 weeks to heal, depending on the size and location of the tattoo. The itching is not prevalent at first, but in the latter part of the healing process, it can be a major aggravation. I have 10 tattoos, and every one of mine has itched during the healing process. I only made the mistake of scratching one of them, (the first), and I ended up having to have the artist touch it back up after it healed, as I scratched a scab off, and it left a light spot in the ink. Well after getting that tatoo it will hurt and probably itch, depends on the size of the tattoo. I think you had an allergic reaction or maybe you just have really sensative skin. If you go back to the place where you got the tattoo maybe they can give you a cream or something to put on it.

This would be considered normal. Some causes are sensitive skin, scar tissue build up or allergy season.
If the area becomes raised and doesn't recede, the problem could be an allergic reaction. In that case, I would suggest you speak to a doctor.

I've had my tattoos for years and have had this happen to one of them a couple of times. It only lasted a day of so. If it continues see your doctor. Especially if it's new, it could be infected.

My husband's do that allot, usually when his allergies are kicking real bad. You could have sensitive skin like he does, and if you are allergic to something it could manifest itself there. Nothing wrong with it, just a little itchy and raised at times. It will go away on its own, nothing to worry about.

I have 2 tats and one of mine does that but only where the red ink is. My other one is fine but there is no red in it. I think it is an allergic reaction.

Your best bet is not to scrach but just give it a slap. Not real hard just enough to stop the itch.

I have 15 tat's and they are on my arms and legs and have never had that happen to me

I don't know if it's "normal" but I have one one my lower back that does that too...the other 4 don't. So to me yes it's normal.
