better question is why would you want a cheap piece of art drawn on your body that you will be stuck with for life...tho if you are really hell bent on being cheap...ask for a used dirty needle...then maybe you can get a tattoo, HIV and hepatitis all for one cost...now there is a bargain!!!!

never never get a cheap tattoo.
i think you should be willing to fork out a reasonable sum for something that you are going to have for life.
try asking around friends if they know someone who does it. likely the freelancers charge a little cheaper.
