My brother-in-law is a jamaican citizen visiting the U.S. on a visitor's visa. Can he cross the border into Canada to see us ?? What are the procedures or regulations ??? Please help me if you know the answer. I have asked just about everywhere ! Thank You

I am from CA. I would like to try to find a roommate in New York City. I don't know if it's unrealistic to do that with my income.
