When He said: "If your hand or your foot causes you to sin, cut it off and throw it away. It is better that you enter life maimed or crippled than to have two hands or two feet and be thrown into eternal fire. And if your eye causes you to sin, gouge it out and throw it away. It is better for you to enter life with one eye than to have two eyes and be thrown into the fire of hell." (Matthew 18-8:9)
A person is born with physical impairment, blind or deaf, because those parts of the body made him/her commit a sin and he/she accepted to be born again without them so that they can redeem their sins. Considering Reincarnation Laws, that say we receive in this life according to what we did in the past life (if I made someone suffer in the past, I will go through the same suffering in this life), that makes a lot of sense.
Therefore, when Jesus says: "it is better to enter life...", He is talking about worldly life and not necessarily heavenly life.
