While editing training material I came upon this in a sentence: "if the underwriter decides that the risk fundamental is not acceptable". I have never heard fundamental used in this way. Is this correct or could I take fundamental out of this sentence completely?

I can't really understand why some people answer in the department "Languages" when they have no idea or a very vague idea of certain language about which the question has been asked? I got tired with reading useless answers containing literal and often meaningless translations taken from sites providing translation of words in different languages. People, do not you understand that those who ask expect an expert's answer! Do you really care about those 2 points you will get if your answer was of no use to the inquirer?

The situation is, I wanna say this to my foster brother(I call him, senpai or oniichan). He had just finished high school and now waiting for any offer from IPT(univarsity or college, in Malaysia they called these IPT(Institut Pengajian Tinggi)). I didn't meet him since the last day of school last year(like 3 months ago). Please translate this for me>>

The standard Spanish word for raincoat is "impermeable" yet there seem to be a lot of regional words used in Spanish too. A Mexican lady once told me that she called it "La managa de hule." I've read that capa de agua, gabardina and piloto are also used in various places in Spain and Latin America. A few sources I've looked at mention capa and capa de lluvia for Puerto Rico. Is this true? If any Puertorrican (Boricua) speaker of Spanish can fill me in on this I would really appreciate it. Garcias / Thanks!

i am not a native english speaker, however, i like english very much, when speaking english, i feel so proud. many years ago, my english is very poor, yep, very very poor. when my mum told me that i will have to had a english test before i enter highschool, i make up my mind to study english well.

but, i learn english through many unformal way, i hate vocabulary, i hate grammar, so, i hate english class, but i like english songs, english movies, i watched a lot of english movies and became the super fans of WESTLIFE, which is a famous boyband, indeed, songs and movies help me a lot, especially oral english, now, i am proud of my oral english, i obtained many prizes. and people do think that i am very good at english because of my good oral english. however, i know they are wrong. actually i am not that good, i am lack vocabulary, and always make grammar mistake, i can not talk about a particular topic in depth, i feel so shame. please tell me what can i do? how can i improve it?
