The "non wikipedia" answer to "what does Arcadian mean" is that it refers to a resident of the Acadie region of Canada (now known as Nova Scotia). The French settlers of this area were chased out by the British and relocated to Louisiana. They are the people commonly refereed to as "Cajuns".
As to the phrase you site, I don't know what it means.

My Granddaughter lives in Canada. She describes the forest near them as having an Arcadian vibe. I understand it to mean rustic and peaceful.
