English isn't my native language, and I don't know what I should put in the following parenthesis. "a" or "the"?

"Between 1860 and 1900, ( a / the ) government agency called the US Patent Office issued patents for more than a half million different inventions."

What are your views on Latin? I know most people are derisory about it as it's not a spoken language, but I feel so strongly that it's important as a means of tracing the roots of our language. Helpful, too for guessing unknown vocabulary we meet. I'm sure I shall be considered eccentric or loony for suggesting this, but the new book-'Amo, Amas, Amat....and all that' will go some way to support my theory...........I hope?

I once saw a show in Japan where they were comparing sounds animals make in other countries and they were hilarious. Here are some in Japanese...

I am American and I always have been interested in accents from everywhere (British, French, German). What I've found through listening is that hearing a working-class British accent sounds like a new york/new jersey accent, while there is no equivalent in a middle-class or upper-class British accent to any American accent. What does everyone think about this? Correct or not?
