1st clue:
Wrote in an essay in 1998: Describing the consequences of a large attack on the WTC-"Like Pearl Harbor, this event would divide our past and future into a before and after. The United States might respond with draconian measures, scaling back civil liberties, allowing wider surveillance of citizens, detention of suspects, and use of deadly force."
2nd clue:
Was the primary author of the final draft of NSS 2002 which stated-"Given the goals of rogue states and terrorists, the United States can no longer rely on a reactive posture...We cannot let our enemies strike first...To forestall or prevent such hostile acts by our adversaries, the U.S. will, if necessary, act preemptively."
3rd clue:
He was in charge of the 9/11 Commission's investigation and set the agenda for what would or would not be considered as evidence and what questions would be addressed.
