I always hear that people get partial scholarships or full scholarships through good grades and stuff.
I wanted to know though if they give it to based on your GPA and ACT scores.
I'm a junior right now and i have a a pretty good GPA..3.7ish on a 4.0 scale. However my ACT score is not great..i got a 24.
I plan to go to the University of Illinois in Chicago
so i wanted to know if they'd consider giving me a scholarship.

"Because you verified that you paid the same amount in taxes than your Adjusted Gross Income (AGI), or your parents paid the same amount or more in taxes than their Adjusted Gross Income (AGI) , you do not have an estimated Expected Family Contribution (EFC) calculated. You must contact your Fiancial Aid Adminstrator."

Please don't get me wrong, this situation is not a joke and I do feel bad for all that has been effected. It is just plain horrible. But I ask this because people seek life insurance money too.

My question is,

What happens to the tuition money for the students who lost their lives at Virgina Tech? Does the school keep it? Does it go back to the families?

I am a junior in high school right now, so I won't be applying to college til around November. Should I already be searching for scholarships?, or do I worry about that after I get accepted into a college?

oh and if i do need to be searching, do you know where I could find out more information about them?

How many people out there are good students, but still have to pay over 10K a year for school? It's not fair. Why doesn't Congress just put a cap on tuition already?
sorry to vent, but it's just kinda ridiculous.
