The correct time to apply for financial aid is January or early February. In most cases, this is before the college admission responses are back, but it is fine because most people file then. The form becomes available on January 1 of each year for the upcoming fall semester or quarter. If you will be a high school senior, I recommend start searching for outside scholarships now because the deadlines are throughout the year. With filing early, it will help you have a better idea which college is the most affordable to you due to the financial aid reports detailing how your aid package is distributed. I will include some free resources to help you more in finding money for college.
First, the college's financial aid office and website has a list of private scholarships offered from outside organizations and companies. Sometimes a college major's website will list scholarships, too.
Second, the public library has a book listing scholarships with some not even listed on the web.
Third, the high school guidance office has a list of local scholarships and state scholarships & grants.
Fourth, a campus work study job can help with money needed during the school year. The program is funded by the federal government. It will be a job on campus and most times can work to your availability schedule. There should be a box on the FAFSA form for it.
Fifth, fill out the FAFSA form after January 1 of your senior year of high school. It will qualify her for need based financial aid from the federal government and the school itself. It will come in the form of scholarships, Pell Grant, student loans, and the work study program.
Sixth, study and prepare for the ACT and SAT tests. In combination with her GPA, it could result in merit scholarships from the college itself.
Seventh, there are states that encourage good grades and offer scholarships. Search Google.com and Yahoo.com for more information.
Finally, I recommend joining several free membership scholarship search websites. There are scholarships for a variety of things including ethnicity, clubs, hobbies, and even wearing duct tape to the high school prom. Most are updated on a regular basis. Most offer a customized search based on information entered onto a form on the website.

As soon as possible! Usually it is done once a person finishes his/her taxes (between January and March) so that the necessary information is available to fill in on the form. It can be done earlier though.

You can apply ahead of time- once you know your school code. For me it was 6 months...ex. they start financial aid in June or July 2007and it ends June-July 2008..but you can file early...for 2008-2009
*also Do it on-line it saves so much time.
