... all of them seem to have a clause (?) which is in a past tense - e.g. went, slept, left - but they seem to be in common usage for current tense conversations - please explain a) is it grammatically correct, and b) why?

should not be followed by the words "or not"? The word "whether" imples "one way or the other", so using the words "or not" following it is redundant. Huh!
