Is a driver's license and green card enough? Is a Canadian visa needed or a passport?

I am a US citizen, and I know I only need to bring my birth certificate and driver’s license, but my husband is a resident. He doesn't want to renew his passport for his home country (Tanzania), because he will be applying for citizenship next January, and he will then get a US passport.

I know after the beginning of the year a passport will be required for both of us.

I would like to find an area with reasonably cheap rent but a good area. I was thinking about somewhere in ontario, perhaps somewhere reasonably close to toronto. If you know of somewhere else in ontario or even other part of canada i would appreciate your suggestions as well ^_^

What are the current laws and prohibitions on marijuana in canada currently? like is it ok to smoke it in public? how much can you have at a time? or is it just illegal and not penalized very often? bcuz i still here about arrest being made over marijuana although Canabis Culture mag. is always praising marjuana use in canada and then they have articles that talk about arrest in canada over marijuana.
