For the federal government it would have to be the Conservatives and Liberals. The NDP has never been in power federally and seem to be losing the provincial elections where they had won before. The Bloc Quebecois is just a regional party and although they are popular in Quebec they have no seats outside the province and basically no chance to win a federal election.

The Liberals and the Conservatives are the primary political parties in Canada. Bloc Quebecois is a provincial party, not a federal one - that is, its members are all from Quebec, not from all across Canada.
It is currently the official opposition, but the Bloc and the NDP have never elected a prime minister - only the Liberals and Conservatives have done that.
NDP provides lively opposition.

The Progressive Conservatives and the Liberals are the top two the New Democratic Party are right behind them and the Party Quebecois are only popular in Quebec.

The PQ have not interest anywhere other then in Quebec.

Currently the PC & Liberals are in power of the two most powerful positions. The PC in the Federal level and the Liberal in the Provincial level in Ontario which is the strongest province.
