As far as I know, Canada doesn't have any restrictions in terms of letting citizens out. (I certainly hope not, I haven't been "home" in almost two years.) Most (probably all) countries would have limitations on how long you're allowed in. If you want to be a Canadian "resident" (main advantage would be Medicare and a few other social benefits, like the CCTB, main disadvantage would be taxes) I believe you have to be in Canada 183 days per calendar year, so you could be gone 364 days in a row if you time it right.
