The manager is always to blame when a team struggles. If he makes a decision (or fails to make a decision) and it backfires he's called stupid and people want him fired. If he makes the same decision and it works, then it goes unnoticed.

Example...
A pitcher has allowed 5 hits over 6 innings and 1 run in each the 1st and 3rd innings. He's retired 6 batters in a row. In the seventh inning the first two batters ground out and the next two single. The manager gets someone up in the pen and the pitching coach visits the mound. the next guy walks and the pitcher is yanked. the reliever gives up a double. the manager is criticized. what did he do wrong?

This was a Little League baseball game and the team at bat had a runner on third base with less than two outs. The batter hits a fly ball to the outfield and the runner tags up at third base and is half way home when the outfielder makes the catch. After the play the manager for the defensive team calls time out and talks to his pitcher. The pitcher goes back to the mound steps on the rubber and than steps off and throws to third base to appeal the runner leaving the base on a tag before the catch was made. The correct call was made by the umpire, what was that call?

I thought i heard somewhere that it was a rule that the fielder must have at least one foot on the ground for there to be a out. So If they reach other into the stands they need to have one foot on the ground. Or is reaching in a dugout? I thought maybe if that was the case the rule was simply not really enforced anymore. Can anyone clear this up or direct me to the rule?
