I have translated this from Arabic to English. However, I am not a native speaker of English, so maybe some of the words are wrong or unusual to a native speaker. Help me rephrase this in natural English please.
Kuwait refuses to pay the debts of the Kuwaiti citizens:
The Kuwaiti parliament has rejected a bill suggestiong for the government to pay the private debts of the citizens. The debts are estimated to be worth 27 million u.s dollars. Those in favour of the bill argue that the government should pay all the debts which the citizens owe to the private banks and the companies as a means to redistribute the ,unaccounted for, profits of the oil .
A parliament member in favour of the bill said "Kuwaiti fortune belongs to all Kuwaitis. Also Kuwaiti belongs to all Kuwaitis" .
Another parliament member rejected the idea indicating that it is impossible to explain this step. He added " What will we say to all of those who didn't borrow money ? what about those who paid all their debts , or parts of them ?
