I've been studying Spanish and Japanese and I want to go to a school to earn a B.A. I'd prefer to take online/distance learning courses if possible.
Also, if I've been studying a foreign language on my own, can I take a placement test in order to skip lower level classes and get a degree more quickly?

I'm not leaving where I am now; I'm happy here.

go to PILAT at Missions Training International in Colorado Springs. It will teach you how to learn language. It is pricey, but worth every penny.

Whatever school you go to for your four-year degree will probably offer language courses. I'd recommend in-class learning over online learning because you have a better chance of interacting and building your speaking skills that way.

If you want to take online courses, though, I think BYU Independent Study is probably pretty good: elearn.byu.edu

The answer to your second question will depend on your particular school. Most schools do allow this because it's better for you to go into a class that fits your current abilities. Check with your academic advisor(s) at both the school granting you the B.A. and the school where you take your language courses.

The best thing to do is go to Spain and study. You would learn so much more since you would be among Spanish speaking people.
