What's the difference? I think (1) is asking who, (2) which.

I know how to speak English but I want to speak in English fluently!! I have slight grammer mistake & whenever people start talking to me in English, I freeze! I've pretty good grasp of the english language, but I find it very difficult to chat informally with people. I am okay discussing technical stuff with my colleagues.

But when it comes to socilaizing I don't have the nececssary fluency ? What would you recommend to improve fluency in english ? Any books ,websites would help ?

BTW, I am living in US. Are there any groups I can attend to improve my fluency ?
